Position Title: Human Resources Specialist (Military)

Relocation costs are not authorized with this vacancy. DUTIES:

This position is located in the Readiness and Support (RS) Directorate of an Air National Guard Air Operations Group. Incumbent serves as the military personnel technician to provide technical and administrative oversight of the following programs: Officer Performance Report (OPR), Retention, Appointments, Officer and Enlisted Promotions, Base/Unit Awards and Decorations, Reenlistment, Personnel Utilization and Management, Quality Force, Customer Assistance and Base Supported Functions. Assists the Director of Readiness and Support and Commander in the overall manage! ment of all military personnel programs. Incumbent coordinates directly with State Headquarters and with other military personnel offices as appropriate.

This position requires military membership. It is designated for National Guard enlisted incumbency only. Incumbent performs duties necessary to accomplish military personnel functions in support of programs essential to state Air National Guard daily operations, training, and readiness missions.

(1) Manages the day-to-day operations of the military personnel function. Prepares formal requests for filling vacancies and selects (or participates in the selection of) personnel from lists of eligibles. Formulates and conducts training programs for assigned military personnel specialists and conducts informal training to broaden employee skills. Prepares formal requests and recommendations for promotions, reassignments, and disciplinary actions. Receives formal grievances, resolving those that can be resolved ! at own level. Keeps supervisors informed of all aspects of personnel pr! ograms, to include merit promotion, position classification, etc.

(2) Maintains controls to ensure timely submission of OPRs. Reviews computer products, special orders, and other source documents to ascertain when officer performance and training reports are required. Forwards computer produced OPR notices to rating and reviewing officials for action. Provides technical assistance to rating, additional rating, and endorsing officials for completion of reports. Maintains a suspense system to ensure timely receipt of OPRs from rating, additional rating, and endorsing officials. Reviews completed reports for accuracy and completion, inputs OPR data to Base Level Military Personnel System (BLMPS), and forward for inclusion in command and master personnel records. Maintains data that will identify late reporting trends.

(3) Administers the officer promotions and airman promotion/demotion programs. Maintains a suspense of all Reserve Officer Personnel Management! Act (ROPMA) promotions and promotions to first lieutenant.

(4) Coordinates with unit commanders for recommendations on unit vacancy promotions. Prepares and processes officer promotion for Reserve Officer Personnel Management Act (ROPMA) recommendations. Creates and coordinates promotion boards for unit vacancy. Forward conclusions to State Headquarters for coordination with the National Guard Bureau. Reviews enlisted promotion requests for accuracy. Provides technical assistance for promotions. Forwards eligible promotion packages to State Headquarters for Promotion Boards for Master Sergeant and above. Assigns order number and publishes promotion orders for Technical Sergeant and above at unit level. Forwards orders to State Headquarters for master personnel records.

(5) Prepares and maintains official personnel folders as required. Processes all required personnel actions. Manages the Unit Manning Document (UMD) to assist Group Commander in Force Manag! ement. Monitors and provides technical advice to members out-processing! for Basic Military Training, Technical School, and Temporary Duty Tours. Prepares enlistment documents and such appointment documents as Emergency Data, Air Force Drug and Alcohol Abuse, Enlistment Contract, Conditional Release (if applicable), Life Insurance, Legal Residence, college transcripts, and other related documents. Conducts enlistments for new personnel and appointments for officers. Briefs new personnel on enlistment contract and obligations.

(6) Monitors the participation and duty status of assigned guard members. Maintains a record of absences. Serves as independent verification source concerning unsatisfactory participation in education and assistance cases. Reviews all requests for discharges and transfers to Individual Ready Reserve (IRR) of all members who fail to participate satisfactorily.

(7) Reviews and monitors all administrative discharges and resignations. Performs preliminary counseling as an integral part of the administrative d! ischarge. Coordinates with State Headquarters as approving authority for all discharges and resignations.

(8) Schedules personnel for separation and retirement processing. Coordinates through unit of assignment to advise members of processing and counseling appointments. Conducts Retirement Briefing for retiring personnel and processes applications for retirement as required. Monitors extensions and cancellations of extensions of enlistment and reenlistment processing. Processes and reviews waivers for reenlistment or separation.

(9) Formulates, develops, and directs the implementation of policies and procedures affecting Personnel functions. Recognizes need for, initiates action, and directs or personally formulates new administrative policies and procedures, recommending changes designed to improve personnel efforts or services, such as the Officer Accession Program. Analyzes NGB and Air Force regulations and directives pertaining to Quality Force manage! ment to determine the effect on the Group. May be appointed Test Contro! l Officer (TCO). Monitors the flight status codes in the personnel data system, as required.

(10) Ensures the input and accuracy of all data located in the Personnel System, that is identified as a responsibility of the Quality Force section. Designs computer products to audit the accuracy of data that is responsibility of the work centers.

(11) Exercises responsibility for the timely operation of the Selective Retention Program. Schedules production of the notification roster. Maintains the unit data and completes suspense actions. Monitors individuals not selected to ensure that follow-up action is taken for separation.

(12) In the absence of a unit Security Officer, incumbent directs, coordinates, and oversees the Personnel Security Program in accordance with AOC Security directives. Exercises responsibility for the unit input from initiation to completion of all types of security clearances for unit personnel. Monitors and tracks status of sec! urity clearances, utilizing automated system ensuring the unitÂ's mission is not impacted due to lack of clearances for AOC personnel. Coordinates with Defense Security Systems (DSS) for completion of security clearances.

(13) Serves as unit Awards and Decorations Monitor. Convenes Board that approves/disapproves awards for presentation. Prepares awards that are approved at unit level. Collects results of board, prepares packages and submits awards requiring approval from State Headquarters.

(14) Prepares, controls, and processes Special Orders for Enlistment, Promotion, Demotion and Awards Orders

(15) As the Unit Weight Control Monitor, incumbent provides direction and assistance to the Group Commander on ANG policy regarding the Weight and Body Fat Management (WBFM) Program. Conducts weigh-ins and measurements for personnel for promotions, retention, and temporary duty assignments. QUALIFICATIONS REQUIRED:

DESCRIPTION OF WORK: Work involves providing management advisory services and technical, p! rocedural and evaluative assistance to managers/supervisors and employees in the area of injury compensation.

GENERAL EXPERIENCE:
Must possess experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management; and experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must possess at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.

NOTE : Specialized experience will be used to determine qualifications for the announced position. Applicants must provide begin and end dates ( MM/! YY - MM/YY ) with description of your specialized experience.

MILITARY REQUIREMENTS : Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Enlisted applicantÂ's military grade cannot exceed the maximum military grade authorized. Over-grade applicant must provide a written statement of understanding with application, willingness to be administratively reduced in grade (state specific grade) if selected for this position.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly related to the type of work of the position.

EMPLOYMENT CONDITIONS:

  • Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
  • The Selected applicant must complete a Â"Declaration of Federal Employment: prior to the appointment date.
  • Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these military incentives.
  • Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP).
  • Relocation expenses will not be paid by the Government unless noted in the Announcement.
