Location: Casper Wyoming

Description: State of Wyoming is currently interviewing Child Care Eligibility Specialist right now, this position will be placed in Wyoming. Provides information and refers individuals and families to programs and re! sources, including self-sufficiency and/or self-responsibility or will assure safety and protection.

ESSENTIAL FUNCTIONS:
Gathers and reviews information to verify all eligibilty factors for the program and assesses the needs of the client.

Requests required documents to evaluate and analyze so as to accurately determine initial and continuing eligibility.

Contacts the source directly on the client’s behalf or to get clarification, to obtain necessary information, such as a financial institution, stock broker, employer, landlord, insurance agent, etc.

Determines eligibility for the child care eligibility program and the expenditure of several hundred thousand dollars of federal and state funds.

Gathers and reviews information to verify all eligibility factors for the program and assess the needs of the client.

Requests required documents to evaluate and analyze so as to accurately determine initial and conti! nuing eligibility.

Maintains client case files within! prescribed guidelines.

Trains or assist with training new employees.

Performs calculations; documents and narrates the reasoning behind all calculations and decisions.

Reviews applications prior to interviews.

Sets up interviewing schedule for each month for themselves and/or has clerical set appointments.

Conducts interviews.

Checks to see what programs the client has applied for.

Checks all possible interfaces to utilize when interviewing the client.

Pulls the case file or has new case file made.

Checks to see what verification is in the existing file, and what still needs to be verified.

Interviews client to obtain the necessary verification to determine eligibility for the program and notifies them of other programs they may be eligible for, but did not apply for

Interviews clients using approved interviewing techniques, which include awareness of attitudes.

Expl! ains verbally to clients the purpose, requirements, and benefits of the programs which the client has applied for or it potentially eligible.

Counsels with and advocates for the client assessing their needs in order to refer them to outside programs to meet their needs.

Responsible for recertifications, periodic reviews, changes reported or already known, and various deadlines.

Manages all individual deadlines involved with a single case with possibly several difficult policy interpretations and programs attached to each case. (Caseload size is approximately 500-750 cases per worker.)

Answers phone calls from clients reporting changes, asking questions, or wanting to know the status of their case.

Reviews mail turned in by the client reporting changes, and/or new applications, recertifications and periodic reviews for the child care program.

Uses a tickler file to help manage individual deadlines on a case.

Proc! esses cases in a systematically orderly fashion.

Reviews all e! ligibility to insure case is processed correctly, whether this is a new case, a reported change or on-going eligibility.

Sends notification with review form to client that it is time to review their medical case.

Responds to all questions from various agencies and/or individuals regarding policy, procedure, eligibility for a particular client, etc. within the confidentiality guidelines.

Participates on various community committees and community events such as health fairs, education nights, etc.

Partners with Social Services and the courts in supporting family preservation IV-E foster care, foster care and adoption services and assists Social Services Workers with information needed for their work, researching information and program referrals.

Maintains public relations with community referral agencies and others.

Interviews and processes all expedite and POWER applications/reviews.

Responds to clients at the c! ustomer service window.

Prepares, attends and gives testimony at Administrative Hearings and/or Disqualification Hearings.

Compiles the documents to be presented as exhibits at an Administrative Hearing/Disqualification Hearing; these include notices sent to the client, the eligibility determination screens and any other screens from EPICS/IRIS, and documents related to the issue, and all State and Federal regulations or laws regarding the issue, with or without the assistance of the supervisor.

Completes the Disclosure statement for the Office of Administrative Hearings/Disqualification Hearing Officer, the Department, the client and various others as specified by the Office of Administrative Hearings.

Meets with the Attorney General’s attorney, if one is assigned to the case and reviews documents the attorney will be using at the hearing.

Identifies inconsistencies in the case, statements of the client vs. documents received,! or contradictory statements of documents, which indicate further inves! tigation for possible fraud.

Reviews legal documents for eligibility purposes.

May present testimony at the hearing.

KNOWLEDGE AND SKILLS:
Knowledge of Child Care programs.

Knowledge of investigative interviewing techniques, which also includes, attitudes, behaviors and value judgments.

Knowledge of computer software, WORD, EXCEL, email, etc.

Knowledge of de-escalating techniques.

Knowledge of training techniques.

Skills in mathematic functions/computations.

Skills in time management and prioritizing.

Skills in oral and written communication- writing technical notices.

Skills in interpersonal relations.

Skills in case documentation and narratives.

Skills in listening and investigation.

Skills in use of a computer.

Ability to interpret, apply and enforces Federal, State and office program regulations, policies, terminology and proc! edures to provide direction for clients, the public and other federal, state, county, city and private agencies.

Ability to manage multiple tasks and deadlines.

Ability to organize.

Ability to explain programs to clients, members of the public and act as a general community resource and advocate for clients and people who are not eligible for out programs.

PREFERENCES:
Preference will be given to applicants who are detail oriented, multitask capable, organized and able to prioritize, good communicators both orally and written and have customer service experience.
