The position operates in the area of procurement estimating, bid tab analysis, selection of vendors, engineered equipment, subcontracts, professional services, commodities, site purchasing, material management, contract administration, site mobilization and demobilization and vendor surveillance. Long-term relocation and short-term field assignments will be required for this position. If assigned to the project site, a purchasing agent wi! ll partner with the purchasing manager or material manager wit! h site purchasing and material control.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but is not necessarily limited to the following:
- Purchase the highest quality materials at the lowest possible cost in correct amounts per specifications and drawings with buyouts equaling up to $5MM.
- Prepare purchase orders, solicit bid proposals, and review requisitions for goods and services with packages equaling up to $5MM.
- Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities and the supplierâs reputation and history.
- Analyze price proposals, financial reports and other data and information to determine reasonable prices.
- Monitor and follow applicable laws and regulations.
- Administer online purchasing systems.
- Maintain records of goods ordered and received.
- Prepare and process requisitions and ! purchase orders for supplies and equipment.
- Negotiate, renegotiate, and administer contracts with suppliers, vendors and other representatives.
- Monitor shipments to ensure goods come in on time and resolve problems related to undelivered goods.
- Confer with staff, users and vendors to discuss defective or unacceptable goods or service and determine corrective action.
- Evaluate and monitor contract performance to ensure compliance with contractual obligations and determine needs for changes.
- Maintain and review computerized or manual records of items purchased, costs, deliveries, product performance and inventories.
- Prepare/issue Request for Proposals (RFPâs) and evaluate vendor/subcontractor proposals to identify vendors/subcontractors who meet project constraints of budget and schedule at the estimating, execution and site purchasing levels.
- Leverage vendors/subcontractors across multiple procurements to create! cost savings to project(s).
- Provide training and conduct proc! urement related audits to ensure procedures are followed.
- Develop escalation calculations and man-power estimates for each bid.

COMPUTER SKILLS
Must be proficient in Microsoft Office (Power Point, Word, Excel) and have a general knowledge of database utilization. SAP Experience a plus.
EDUCATION and/or EXPERIENCE
Must have a BA/BS in business, engineering, s! upply chain management, construction management or equivalent degree and/or a minimum of 2 years experience in engineering and/or construction or equivalent work/field/military experience. Possess knowledge of equipment and materials common in the construction industry. Negotiations experience a plus.
