Oversees multiple aspects and activities of the Engineering Department.
ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as def! ined by ADA)
Manages the engineering and project and/or technical needs of the refinery and directs refinery technical efforts in mechanical, Civil, I&E and Drafting disciplines
Directs engineering team to assist operations in optimizing profitability of the plant and each process unit
Oversees RFQ, bid tabulation, and contract development for refinery projects (see below)
Directs capital scope and AFE development
Provides strategic direction for future success and profitability of the facility
Ensures compliance with current and future standards, regulations, laws and directives for the safe operation of the plant
Coordinates process and/or design changes/improvements for the plant
Ensures all PSM requirements are met for as-built projects
Schedules and prioritizes engineering work
Oversees maintenance of records for all project scope and engineering work performed by the group and provides regular updates
Provides Engineering su! pport through staff engineers to Maintenance, Operations, Safe! ty, Environmental, and Inspection Departments
Develops area assignments for personnel in the Engineering Departments
Aligns project assignments to support expertise development relative to area assignments
Provides Unit Startup assistance for existing and new facilities
Communicates observations made via recommendations to the Operations Department
Oversees the monitoring and tracking of catalyst and chemical performance and usage, and assist Operations in all catalyst and chemical applications, including providing guidelines for startup and/or usage, and serving as a technical subject matter expert in all PHAâs
Reviews and/or performs economic sensitivity analysis and may fill ROI reports for all capital upgrades.
Ensures scope development and Engineering meet targeted criteria in all projects
Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion !

Requirements
Experience:
10 years of on-the-job experience required. A significant amount of experience in the refining industry required.
EDUCATIONAL LEVEL:
A minimum of a Bachelorâs Degree, preferably in a science or engineering related field, is required.
REQUIRED SKILLS:
Advanced ability to lead and direct the work of other associates. Advanced spreadsheet, CAD, database and word processing applications knowledge; strong written and verbal communication, interpersonal, time-management and organizational skills; ability to develop quality controls and read and assess statistical and operational reports
SUPERVISORY/MANAGERIAL RESPONSIBILITIES:
Responsible for t! he supervision of up to 35 employees.
WORK CONDITIONS:
Office and refinery based and may require up to 15% travel, by land or air depending on assignment. Subject to varying road and weather conditions. Outdoor duties under wet and/or oil contaminated conditions, at both below grade and elevated positions.
PHYSICAL REQUIREMENTS:
Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting or carrying up to 50 lbs, climbing up to 200 ft, perceive color differences, required to wear personal protective equipment as needed and a respirator in emergency situations (beards are not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid State driverâs license and proof of insurance required. Depending on location must satisfactorily complete a comprehensive medical physical examinati! on. Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
